Should you want to prevent your entire site from being indexed by Search Engines (in the case that it's a dev/staging instance), you can do so by assigning NOFOLLOW and NOINDEX metatags with the Metatag module.

Just check all the PREVENT & BLOCK options under the Global Metatag settings.  Your site managers/administrators should also be able to apply these settings by going to

    Configuration > Search & Metadata >  Metatag;
    Global > edit/override;
    expanding Advanced Tags
    check all checkboxes with "Prevent or Block search engines ...." as indicated in screenshot below.
